Use pew clips or if you are on a budget and looking for more affordable solution, use bendable chenille sticks (florist wire), available in craft and party stores or at your local florist's shop.

First, locate a knot on the back of the bow. Make a little ribbon loop right on top of the knot using the two tiny ribbon strings which hold the bow. Shape a chenille stick into an "S" shape where one end will go through the ribbon loop to hold the bow and the other one will rest on top of a pew.
